The Instrumentation & Electrical (I&E) Engineer reports to the Maintenance Superintendent and is responsible for the continuous improvement of maintenance systems, equipment reliability, mechanical integrity, quality programs, reduction of maintenance cost, and project technical support for assigned production units. Work within the plant safety, environmental programs and interacts with all levels of plant and non-plant personnel as required to perform duties and responsibilities.
ESSENTIAL DUTIES & RESPONSIBILITIES
The I&E Engineer will have the accountabilities as outlined below for all instrumentation and electrical facilities of Kaneka North America (KNA), including all analyzers, and the hardware of the Distributed Control System and the Programmable Logic Controllers (collectively “I&E components and systems”):
Accountability 1: Develop knowledge base and environment to facilitate preventive maintenance and best in class reliability performance.
• Establish a thorough technical understanding of all I&E components and systems,
• Assemble, assimilate, and classify all relevant vendor information pertaining to these I&E components and systems,
• Develop I&E Maintenance technician training,
• Define the spare parts, tools, and facilities, and develop the inspection, repair and reconditioning procedures required to allow proper maintenance,
• Advise on the development of all applicable third-party maintenance service contracts,
Accountability 2: Act as I&E component and systems Technical Subject Matter Expert in support of Maintenance and Operations.
• Be on call to provide technical support when needed,
• Perform root cause failure analysis (RCFA) on I&E component and system failures, develop and recommend corrective action proposals.
• Advise and assist on-site electricians, instrument technicians, planners and maintenance supervisors on I&E component and system re-conditionings and repairs. Advise on modifications and improvements of maintenance re-conditioning and repair procedures and practices.
Accountability 3: Maintain consistency and integrity of all I&E components and systems.
• Take ownership of all I&E related specifications and standards,
• Ensure specifications and standards are followed for plant modifications and minor improvement projects,
• Evaluate adequacy of plant inspection and testing programs to ensure integrity and availability of I&E components and systems.
Accountability 4: Induce preventive maintenance, maintain, and expand I&E knowledge base, and drive continuous improvement of organizational capabilities to achieve best in class reliability.
• Keep all relevant re-conditioning and repair procedures, vendor information, specifications, and standards up to date, adapt to evolutions in available technology & lessons learned from corrective maintenance where appropriate,
• Develop a risk-based inspection program proposal,
• Monitor critical equipment and assist in the development and implementation of preventive maintenance programs,
• Gather and classify all data and information pertaining to I&E component and system failures and failure frequencies,
• Perform all necessary analysis, conduct all necessary investigations involving vendors and subject matter specialists as needed to identify failure modes, and classify all findings,
• Develop and implement action plans to eliminate identified failure modes, including but not limited to modifications and changes to:
- I&E component and system specifications and standards,
- Inspection, reconditioning and repair procedures, and
- I&E technician training documents and programs,
• Develop and deliver refreshment training for I&E technicians.
Accountability 5: Support plant modifications and minor improvement projects.
• Participate as a technical adviser on maintenance turnarounds and minor improvement projects,
• Review and approve all I&E aspects of specifications of new equipment, and develop specifications for all new I&E components and systems as introduced by such minor improvement projects,
• Participate in pre-start-up safety reviews, and assist in punch listing, pre-commissioning, and commissioning of all plant modifications and minor improvement projects.
Accountability 6: Promote plant wide safety culture.
• Ensure Maintenance department works safely by supporting and enforcing all Company Life Saving Rules (LSR) and Safety, Process Safety ,Health, and Environmental compliance policies and standards,
• Pro-actively demonstrate safe behaviors and demand safe behaviors from everybody associated with KNA,
• Comply with Process Safety Management (PSM) requirements,
• Participate and rigorously apply Management of Change procedure,
• Participate in Job Risk Analyses (JRA), Process Hazard Analyses (PHA), HAZOP studies, Incident Investigations, and other safety studies,
• Develop and document I&E discipline specific JRAs,
• Participate in plant safety observations, near miss and incident reporting, and other plant wide initiatives designed to drive Behavioral Safety.
OTHER RESPONSIBILITIES
· Maintain complete and open lines of communication with other personnel, functions, or departments to facilitate operations and interaction in the organization.
· Mentor other engineers and pass on your knowledge to operators, maintenance personnel, etc. to aid them in their jobs.
· Shadow other’s tasks or jobs that you are unfamiliar with in order to continuously improve your technical acumen.
· Keep supervisor informed of status and progress, ensuring that regular and periodic communication takes place, and that personal and plant goals are being achieved.
· Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks and keeping abreast of industry trends and related compliance issues within the area of responsibilities.
· Maintain professional conduct, attendance, and high ethical standards in the work place, complying with company’s policies and procedures.
· Fulfill mandatory training requirements applicable for department and job duties as appropriate.
· Perform other duties and responsibilities as required or requested by supervisor or Management.
Education Qualification -B.Sc Electrical Engineering (ABET accredited)
• Strong engineering skills with a thorough knowledge of process analyzers, instrumentation, and controls engineering, including distributed control systems and programmable logic controllers,
• Basic knowledge of, and experience with high and medium voltage power supply systems and electro motors,
• Experience with PLCs and DCS programming, including safety interlock, emergency shut-down, and permissive start-up systems is a plus,
• Detailed knowledge of instrumentation standards as applied in petrochemical industry and knowledge of various electrical Codes (e.g. NEC and ANSI/IEEE),
• Complete understanding of the engineering documents associated with process instrumentation and controls such as: P&IDs, instrument specification sheets, loop diagrams, logic diagrams, installation detail drawings etc.,
• Good understanding of the engineering documents associated electrical power supply and distribution such as: Electrical component specification sheets, one-line diagrams etc.,
• Demonstrated technical capability to assess vendor quotes against project objectives,
• Demonstrated capabilities to assess work sequencing, optimize project planning, scheduling, and cost is a plus,
• Experience with project cost and schedule control practices is a plus,
• Fluent in English.
