Job Description:

The Contracts Specialist will serve as company liaison with government customers, prime contractors, subcontractors, management, and accounting to identify and resolve contractual issues. This person will be responsible for interfacing with various Government agencies on matters to include contract administration, resolution of cost reporting issues, deliverables, and other reporting requirements.

The Contracts Specialist:

  • Develops and reviews RFP, teaming, non-disclosure, licensing, OCI, and other agreements.
  • Administers Government contracts and subcontracts to include preparation of change orders, negotiation, and review of contract modifications.
  • Maintains contracting databases, such as SAM.
  • Performs contract close-out procedures.
  • Attends meetings and conferences to resolve contractual problems and make recommendations concerning contract placement, administration and termination.
  • Develops templates, standard operating procedures, and standardizes documentation for each contract, present reports or status briefings, and attends meetings, as needed.
  • Plans, organizes, coordinates, and produces required deliverables to support client contract requirements.
  • Performs risk assessments in regards to RFPs and other documentation to identify corporate risk and provide recommendations to management.
  • Maintains and modifies GSA schedules. Assists with government audits.
  • Ensures compliance with all company policies and procedures, government regulations and industry protocols.
  • Responsible for Export Control procedures.
  • Maintains master contract files. Maintains documented work processes.
REQUIREMENTS:
  • BS degree in business, contracts, or a related field with a minimum of 5-7 years of experience in the administration of government contracts required.
  • Expertise in all phases of contract/subcontract administration from receipt of the RFP through contract closeout including administering highly technical and complex contracts.
  • Must have a solid foundation and working knowledge of Government contracting laws and regulations, including Federal Acquisition Regulations (FAR), Defense FAR Supplement (DFARS) and General Services Administration (GSA), and Government accounting practices.
  • Requires experience with all contract types: Cost Plus, Firm Fixed Price, and Time & Material.
  • Must have hands on experience reviewing and preparing proposal documents for various contract types including model contracts based on RFP requirements.
  • Must possess effective interpersonal skills and sound analytical skills.
  • Requires proficiency with Microsoft Word and Excel. Experience with Microsoft SharePoint a plus.
  • Requires strong individual initiative and strong organizational skills with the ability to work in a multi-deadline team oriented environment.
  • Must have exceptional verbal and written skills with the ability to draft contractual instruments including proper flow-downs.
  • NCMA certifications, experience with CPSR requirements, working knowledge of AMCOM Express, and Seaport-e are a plus.
  • Experience with Deltek Costpoint is preferred.

Essential Functions

  • Work Environment- Generally an office environment, but can involve inside or outside work depending on task.
  • Physical Requirements- Work may involve sitting or standing for extended periods of time). May require lifting and carrying up to 10 lbs (5% of time).
  • Equipment and Machines- Standard office equipment (PC, telephone, printer, etc.).
  • Attendance- Regular attendance in accordance with established work schedule is critical. Ability to work outside normal schedule and adjust schedule to meet peak periods and surge requirements when required.
  • Other Essential Functions- Must be able to work in a team atmosphere. Must put forward a professional behavior that enhances productivity and promotes teamwork and cooperation. Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.
