Information Services is the central IT department supporting all divisions of the Metropolitan Council. Our 140 team members provide technology, practices and innovative solutions that enable the core services of the Council.

How your work would contribute to our organization and the Twin Cities region:

The Microsoft Power Platform Developer, which will be filled at an Applications Developer 1 or 2 level depending on qualifications, will help rewrite and support 25 legacy applications to a Microsoft solution. The ideal candidate will have experience in building Power Platform solutions including Power Apps and Power Automate. They will understand modern web/JavaScript development, modern web API development, and mobile web app development as well as experience using Azure DevOps dev boards. Experience converting legacy systems would be helpful, but is not required. In addition, they will have excellent interpersonal skills with the ability to understand and tailor the requests of the internal customers of multiple divisions.

Salary Range
Applications Developer 1: $65,125 - $98,301
Applications Developer 2: $70,408 - $106,246

The starting salary will be based on the selected candidate's experience, skills, education, and internal salary equity, and includes a generous benefits package.

What you would do in this job

• Coordinate work efforts with project managers, customer representatives and project leads.
• Assist with gathering and defining user requirements and business rules; develop requirements documents and/or specifications; design flow and function; and translate into logical system processes.
• Design from written specifications and develop software applications using standard software development tools and programming languages applicable to the platform being used.
• Assist in creating test scenarios for unit systems and interface testing; execute tests and document results; and ensure newly installed applications meet user requirements.
• Troubleshoot and diagnose application performance problems using standard tools and utilities, and correct identified problem(s).

What education and experience are required for this job (minimum qualifications)

Applications Developer 1:
A Bachelor's degree in computer science, management information systems or closely related field with coursework or experience in application design and development including some coursework or experience in Power Platform

OR

An Associate degree in computer science, management information systems or closely related field AND two years of experience in application design and development including some experience in Power Platform

OR

A high school diploma/GED AND four years of experience in application design and development including some experience in Power Platform

Applications Developer 2:
A Bachelor's degree in computer science, management information systems or closely related field AND three years of experience in application design and development including some experience in Power Platform

OR

An Associate degree in computer science, management information systems or closely related field AND five years of experience in application design and development including some experience in Power Platform

OR

A high school diploma/GED AND seven years of experience in application design and development including some experience in Power Platform

What additional skills and experience would be helpful in this job (desired qualifications):

Experience with any of the following:

• Microsoft Visual Studio for custom software development
• Microsoft Azure App Development
  • ASP.NET Core Web App MVC C#
  • ASP.NET Core Web API C#
  • Modern HTML5/CSS/Java Script
  • Modern JavaScript Frontend Framework (Angular, React, Vue.js, etc.)
  • Microsoft SQL Server Database Development on Prem and Cloud
  • Developing and consuming web service interfaces
  • Responsive web design
• Packaged software
• Modernizing legacy systems
