Project Description:

This is not a remote nor teleworking role as the team is located onsite.

Eligibility for this position requires US citizenship; the successful candidate must provide proof of US citizenship to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject to and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

 

Role Overview:

Working in the UPF Project Controls Organization, which is responsible for management-level reporting, cost/schedule control, and corporate and project-level financial/management analysis. The role includes interfacing with department/senior managers, preparing analysis and reporting as key responsibilities.

Principle responsibilities include but not limited to:

• Prepares specific budgets in accordance with prescribed standards and procedures.

• Directly interfaces with management as necessary for cost control monitoring, analysis, and reporting.

• Performs cost data analysis and development.

• Performs performance monitoring and coordinates cost/schedule and quantity trends when required.

• Interact Daily with UPF Management and Federal Project team.

• Assist Central Change Control in coordinating the interface of various subproject change control.

• Performs Earned Value and Staffing Analysis at the Work Package and P6 activity level.

• Coordinates with team members to develop, maintain and support Work Breakdown Structure (WBS) and WBS-D.

• Assists with EVMS compliance to ANSI 748.

• Develops and writes the cost and schedule commentary that appears in the monthly progress and performance reports.

• Performs performance monitoring and coordinates cost/schedule/quantity trends as required.

 

Basic Qualifications:

• Bachelor's degree from an accredited university with at least 9 years of professional experience or, in lieu of a degree, must have a high school diploma or equivalent and at least 15 years of professional experience.

• This role requires a facility-specific clearance that requires U.S. Citizenship to obtain.

• Must be able to complete and pass a pre-employment drug screen and background check, which includes verification of employment and education.

• Must be able to obtain a site security badge for access to the work site.

 

Minimum Qualifications:

• Must demonstrate good interpersonal teamwork and communication skills.

• Advanced proficiency in using PC operating systems and several basic software applications.

• Demonstrates an intermediate understanding of Project Controls general technical skills.

• Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes as performed by Bechtel.

• Ability to work independently and as part of a team to meet project requirements.

• Experience with DOE or major EPC project principles and procedures.

• Familiar with change management such as baseline change proposals and trending.

 

Preferred Qualifications:

• Experience in cross-project coordination.

• Knowledge of Quantity Unit Rate Report (QURR), Bechtel Procurement System (BPS), Cost & Commitment (COCO), and Subcontract Database (eSub).

• Knowledge of Earned Value Management Systems compliant to ANSI 748.

• Flexibility to respond to urgent project requests and/or changing priorities.

• Experience with DOE or major EPC project principles and procedures.
