ESSENTIAL FUNCTIONS

The following duties are normal for this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Plans and supervises daily operations and activities of the Property Tax office; organizes and prioritizes department workload; makes work assignments; monitors status of work in progress; inspects completed work; assists with complex/problem situations, and provides technical expertise.
  • Bills and collects annual property taxes; processes collection of property taxes and exemption applications; balances tax digest; reconciles collection records; collects delinquent taxes; files and removes liens; performs billing and reconciliation for the public utility digest; prepares and submits related reports.
  • Provides information and assistance regarding  property valuations, tax assessment rules/regulations, procedures, or other issues; explains tax policies involving the levy and collection of taxes; researches problems and initiates problem resolution; interprets and applies local, state and federal codes and guidelines pertaining to personal property.
  • Responds to formal appeals related to property valuations or other department operations; provides information; verifies records; conducts additional research and field reviews; provides documentation; and modifies appraisals as appropriate.
  • Supervises the creation and maintenance of computerized personal files; maintains listing, assessment and appraisal information; updates and maintains department assessment records and files and databases; enters and retrieves data from information systems; and generates computerized reports.
  • Serves as liaison to county and other governmental boards and agencies; attends meetings and public hearings; publishes advertisements; coordinates mapping or property splits and combinations;
  • Communicates with City officials, employees, other departments, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
  • Prepares, types, proofreads, and/or completes various forms, reports, purchase orders, correspondence, budget documents, letters, meeting agendas and minutes, charts, graphs, spreadsheets, or other documents.
  • Receives various forms, reports, correspondence, logs, budget documents, invoices, purchase orders, policies, procedures, manuals, handbooks, directories, reference materials, or other documentation; reviews, completes, proofreads, processes, forwards or retains as appropriate.
  • Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; attends workshops and training sessions as appropriate.

 

  • Operates a personal computer, general office equipment, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.

Performs other related duties as required.


MINIMUM QUALIFICATIONS

Bachelor’s degree in Finance, Accounting, Business Management, or related field; supplemented by three (3) year(s) of experience in tax billing and collection in municipal setting; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.  Must possess and maintain a Georgia driver’s license. May be required to obtain and maintain certification as Notary Public.

  • Mathematical Aptitude:  Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.
  • Functional Reasoning:  Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
  • Situational Reasoning:  Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.

 

ADA COMPLIANCE

Physical Ability:  Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors and visual cues or signals. 

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
