Our Clients

The US Department of Human Services, Administration of Children and Families (ACF), Office of Head Start (OHS). OHS’ mission is to promote school readiness by enhancing the social and cognitive development of low-income children through health, educational, nutritional, social, and other services, as necessary. The Head Start Regional Office is the funding agency to grantees that provide Head Start (HS) and Early Head Start (EHS) services to pregnant women and children from birth to age 5. OHS provides oversight of these grantees through monitoring and technical assistance, often with the support of partners like BCT. BCT takes great pride in supporting our clients: the OHS Regional Office, its grantees and the communities they serve.

Position Summary:

The Program Support Specialist provides professional, administrative, and technical services to support grants management systems for federal clients on-site at the client location. This includes performing data management, document & records management, grant application reviews & analyses, and taking notes, all while following and meeting federal grant guidelines and requirements. The Program Support Specialist will be a critical thinker with outstanding attention to details and an eye towards process improvement.

Key Responsibilities:

• Attend client meetings as assigned; compile and organize appropriate documentation as required for all phases of the grants administration process.
• Assist with preliminary grant application reviews and prepare applications for further regional analysis; assist with maintaining official grant files according to the federal regulations and standards.
• Perform reasonable program support tasks as requested in support of the regional office’s mission-critical functions and enhance its ability to implement more effective data analysis, information management, and management systems.
• Use existing internal data management systems to track the receipt and timely resolution of all grantee waiver requests.
• Ensure timely entry and maintenance of data contained in management information systems to reflect any changes in key contact and characteristic data of grantees, including but not limited to contact information, grant application cycles, changes in funding and enrollment levels, changes in reporting due dates, receipt status of reports, and Program and Financial Specialists assignments.
• Receive, date stamp, and distribute all incoming mail to all Head Start federal staff.

Perform other reasonable tasks as assigned by management in support of BCT’s goals and objectives.

Experience, Knowledge, Skills & Abilities:

• Bachelor’s Degree in business administration, non-profit or public policy administration, or related fields from an accredited university or college.
• At least 3 years of professional experience with complex information and data management; grants management experience a plus; experience working in a consulting environment or as a government contractor also a plus.
• Ability to conduct research, analyze data, generate summaries and create presentations from report summaries and other resources.
• Strong organizational, administrative and project coordination skills, a demonstrated attention to details and the ability to effectively manage multiple priorities.
• Experience with Head Start/Early Head Start or other early childhood programs or working within a Head Start program is a plus.
• Knowledge of Head Start Program Performance Standards and all applicable federal, state and local laws also a plus.
• Proven ability to effectively communicate (both verbally and orally), exercise sound judgment, ask questions and be open to the input and decisions of others.
• Strong interpersonal skills, with the proven ability to collaborate and build relationships with staff, clients, remote colleagues and supervisors, and others.
• Able to, both independently and collaboratively, solve problems, make decisions and support change.
• Computer, Internet and general proficiency with Microsoft Outlook, Word and PowerPoint; advanced knowledge and experience with Microsoft Excel is required; ability to learn and operate web-based systems, such as those used by the Office of Head Start is also required; experience with Head Start Enterprise System is preferred.
