Job Description:

General Nature of Work

The purpose of this classification is to coordinate inspection and permit processes, review and process permit applications and inspection requests, assist customers, and to perform administrative duties for the department.
 

JOB RESPONSIBILITIES

The following duties are normal for this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.
 

  • Performs customer service functions by telephone and in person; provides information and assistance related to division services, activities, procedures, fees, forms, or other issues; assists the public in completing applications and other forms as needed; responds to questions/complaints, researches problems, and initiates problem resolution.
  • Processes inspection requests; receives requests from contractors, owners and the public; provides information regarding required inspections; enters requests into computer program; prints related reports for scheduling and verification purposes.
  • Processes permit applications for all construction work requiring permits and certificates of occupancy; reviews applications for accuracy/completeness; verifies proper City business licensure, state licensure, homebuilder’s licensure, zoning designations, etc.; accepts construction plans and plan documents associated with permit processing; calculates and collects fees; enters information into database.
  • Issues permits for approved building permit applications and Certificates of Occupancies; maintains daily logs of work activities; prepares and scans files; enters information into database; monitors permitting deadlines; notifies permit holder of renewal requirements.
  • Maintains collateral information regarding permitting; updates and prints forms and brochures; prepares and distributes information packets.
  • Processes accounts receivable and accounts payable and other financial documentation for the department; prepares and processes purchase orders; processes and maintains employee time sheets; enters deposit information in computer systems; assists with the preparation of department budget; maintains related documentation.
  • Coordinates a variety of meetings; schedules meetings; communicates meeting details with all parties involved; prepares meeting agenda and materials.
  • Compiles and/or monitors various administrative, financial and/or statistical data; performs research; prepares and submits quarterly and yearly reports as required.
  • Maintains file system of various files/records for the assigned area; prepares files, organizes documentation, and files documents in designated order; retrieves/replaces files; scans records into computer; shreds/destroys confidential or obsolete documents; conducts records maintenance activities in compliance with guidelines governing record retention.
  • Monitors inventory levels of division equipment and supplies; initiates orders for new/replacement materials; receives and distributes supplies and equipment.
  • Researches records for homeowners, contractors, or city officials as needed; researches code interpretation issues through state authorities as needed.
  • Issues addresses for new developments and commercial buildings; verifies correctness of existing addresses; makes corrections as necessary; notifies appropriate agencies and parties; maintains related documentation.
  • Performs other administrative support tasks, which may include typing and composing correspondence, memos and reports, operating a switchboard, making copies, sending/receiving faxes, or processing incoming/outgoing mail.
  • Communicates with supervisor, City employees, property owners, residents, builders, contractors, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
  • Prepares or completes various forms, reports, correspondence, logs, permit records reports, census reports, deposit reports, time sheets, purchase orders open records requests, permits, certificates of occupancy, or other documents.
  • Receives various forms, reports, correspondence, licensing information, financial reports, applications and plans, invoices, payroll action forms, water and fire reports, zoning maps, directories, codes, ordinances, policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
  • Operates a personal computer, general office equipment, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.

Equipment, Machinery, Tools, and Materials Utilization:  Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
 

Verbal Aptitude:  Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.
 

Mathematical Aptitude:  Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.
 

Functional Reasoning:  Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
 

Situational Reasoning:  Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.
 

MINIMUM QUALIFICATIONS

High School Diploma or GED required, supplemented by vocational or technical training in Accounting, Secretarial Sciences, or a related field; supplemented by two (2) year(s) of experience as a Permit Technician; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver’s license.   Must possess and maintain a valid certification from the International Code Council as a Permit Technician and Notary Public certification.

Physical Requirements: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
 

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals.  Some tasks require the ability to communicate orally.
 

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
