Lead Stormwater Specialist

JOB RESPONSIBILITIES: Under general supervision, provides lead work direction and performs various job tasks associated with maintenance and enforcement of the City’s Stormwater Management Program including inspecting construction project(s), plans, and industrial facilities for compliance with federal/state laws and regulations, including National Pollution Discharge Elimination System (NPDES) permit requirements, Storm Water Pollution Prevention Plan (SWPPP), Flood Plain Management, and any other applicable requirements.  May supervise volunteers and/or temporary staff.  May be assigned to work standby, weekends, and/or shift work.

DISTINGUISHING CHARACTERISTICS

Assists the Stormwater Manager in planning/implementing goals and objectives for section; monitors the progress of goals and objective achievement.  Responsible for oversight of site inspections, assigning tasks, and for ensuring completion of assigned.  Coaches, mentors, and trains employees.  Provide guidance and instruction in the proper and most efficient method of accomplishing tasks.

QUALIFICATIONS:

High school diploma or GED equivalent; prefer Bachelor’s Degree with major coursework in environmental, engineering or related field and/or combination of training and experience which evidences a basic knowledge of stormwater and environmental operations.  Must have a level 2 certification from the Georgia Soil and Water Conservation Commission or obtain within 1 year of hire.  Must have or obtain within 1 year a valid State Class B Commercial Driver’s License (CDL).  Maintain physical condition appropriate to the performance of assigned duties and responsibilities involving some combination of bending, stooping, lifting arms above head, kneeling, crouching and crawling.

ILLUSTRATIVE DUTIES:

• Provides lead work direction and guidance to staff; plans and assigns work to staff; provides training and technical assistance; inspects and evaluates work performed; identifies problem areas and directs remedial action to be taken; provides input to the evaluation of assigned staff; ensures that activities are carried out in a safe manner and that established policies, procedures and safety measures are followed.
• Conduct pre-storm, storm event and post-storm inspections as specified in the SWPPP to ensure compliance with applicable federal, state and local regulations/laws.

• Perform field inspections of construction sites, evaluating effectiveness of erosion control measures, documents stormwater code violations, issues notices of violation, and follows up with warnings and notices to ensure code compliance.                                                           
• Reviews plans and projects for environmental issues including reviewing stormwater pollution prevention plans and ensures that commitments are reflected within the project's environmental compliance reports.
• Prepares various reports required by federal, state and local regulations/laws including MS4.
• Prepares and evaluates charts, tables, maps, and other pertinent documents for the interpretation and presentation of data; prepares reports of investigations and findings.
• Coordinates with Federal/State Agencies on environmental, erosion control, and vegetation management issues.
• Provides information to the public and other City departments regarding City Code and related stormwater regulations, stormwater best management practices (BMPs), water quality issues and federal, state, and city programs/policies.
• Responds to complaints from the public in a variety of methods to include written replies and discussions. Works with citizens, contractors and property and business owners to correct stormwater violations.
• Prepares reports, documents inspections, issues notices and letters; photographs property conditions and maintains required records. Uses a computer database and/or spreadsheets, GPS and computer mapping for reporting and record keeping.
• Performs stormwater system maintenance as required.
• Perform other related duties and responsibilities as required.

KNOWLEDGE, SKILLS, AND ABILITIES:

• Working knowledge of federal, state, and local environmental regulations as they apply to stormwater, industrial pretreatment, reuse, wastewater and water.  Working knowledge of wastewater treatment and stormwater principles and all phases of stormwater, industrial pretreatment, reuse, wastewater and water sampling and testing including field activities and laboratory procedures; thorough knowledge of safety practices and procedures. Basic knowledge of laboratory cleaning and decontamination methods.  Working knowledge of relevant sampling, analytical, data management, and equipment maintenance techniques.  Working knowledge of established procedural and analytical methods for sampling handling, analysis, and interpretation of results.  Working knowledge of computer software.

• Skills- Skill in understanding and responding to customer needs; negotiating, using tact and diplomacy in implementing the City, County, and State’s stormwater program, skill in implementing industrial pretreatment and reuse program requirements as directed; skill in preparing sampling equipment, sampling, lifting manhole covers, working in confined space, preserving samples; skill in using personal computer and accompanying software programs, telephone, copier, facsimile machine, hand tools, power tools, samplers, laboratory equipment and safety equipment; operation of a pickup truck as required by the position.

• Abilities- Ability to work with a minimum of supervision; to work effectively in limited space with multiple personnel and activities, to understand and follow oral/written instructions, work well with culturally diverse people; communicate clearly and concisely in English, verbally and in writing; read and interpret specifications, regulations, apply technical manuals, complex analytical methods pertaining to stormwater, industrial pretreatment and ruse applications; establish and maintain effective working relationships with other employees, developers, contractors and the public; understand and perform basic to complex computations; compare numeric values with established standards or past performance, and recognize inconsistencies, data anomalies, or out-of-range values; organize activities in order to complete tasks in accordance with priorities, address multiple demands, or meet deadlines; ability to organize tasks and working environment to maximize efficiency; focus attention on tasks, which may be complex, routine, or repetitive, without losing concentration or becoming distracted by external activities; analyze regulations and solve technical problems related to industrial pretreatment programs and reuse water programs; adapt to interruptions, instrument/equipment failures, unusual demands, or changing priorities; read, understand, and apply technical manuals, complex analytical methods, and research reports; perform Quality Assurance/Quality Control checks required to ensure validity of data; perform routine equipment checks and completing related records and reports; witness bench sheets, chain-of-custody forms to check for accuracy and errors; employ and enforce safety practices and procedures; understand and follow written and oral instructions and procedures; and ability to operate a computer and applicable software.

WORK ENVIRONMENT:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.  Work is generally performed in an outdoor environment performing field work in all weather conditions, but requires some time indoors for administrative duties.  Employee must be able to lift 50 pounds on a regular basis and may be exposed to environmental conditions including dirt, pollen, temperature extremes and uneven landscape.  Employee must be able to safely inspect stormwater facilities including manholes, catch basins, storm drain pipes, etc.  Essential functions may require maintaining physical condition necessary for walking rough terrain and climbing inclines at work sites.  May also be exposed to conditions and hazards associated with construction sites and stormwater facilities including potentially hazardous materials and equipment, fumes or vapors.  The duties listed above are intended only as illustrations of the various types of work that may be performed.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.
