Position: Financial Analyst
Location: Pittsburgh (Allison Park) PA 15101
W2 12 + Month Contract
Hours: 40 per week onsite
Pay rate: $32.00 per hour
Position overview:
The Financial Analyst will oversee the government accounting activities for government-funded Science & Technology projects. This includes maintaining the required policies and procedures of government contract accounting to ensure compliance and reduce audit exposure. The Analyst ensures the integrity of financial data in the Government system and works closely with the Cost Accounting Analyst and Project Cost Administrator.
Primary Responsibilities Include:
Processing of Financial Data:
- Reconciliation and importing of financial data into the Deltek Accounting system for the R&D locations. Year-end reconciliation and closing of Deltek ledger and sub-ledgers
- Processing of the project cost ledgers Including calculation and reconciliation of indirect rates.
- Review and approval of Government invoicing and proposal pricing.
- Review for unallowable cost and true-up to actual allowable cost in various accounts.
Indirect Rate Management:
- Prepare the annual Provisional Rates and Incurred Cost Submission for the R&D centers and submit to appropriate Government Agencies.
- Analyze rates deviation against prior periods, plan, and provisional rates.
- Monitor rates and prepare revised rate submissions if significant changes occur.
Contract Support:
- Interaction and support of multiple annual audits related to the Government Accounting data.
- Periodic communications with Defense Contract Audit Agency (DCAA), Defense Contract Management Agency (DCMA), Department of Energy (DOE) and other Government agencies.
- Coordination with the PPG Government contracting group on cost related questions, rate changes and issues.
Policies and Procedures:
- Maintain policies and procedures that provide the necessary controls to gather, record, classify, analyze, summarize, interpret and present accurate and timely financial data.
- Key system areas include, but are not limited to, accounting, budget and planning, compensation, labor distribution, billing, purchasing, materials, indirect costs and estimating.
Education
- B.S. or B.A. degree in Accounting/Finance is required
- Experience in financial data processing, data mapping, indirect rate development and analysis.
- An understanding of government accounting fundamentals
- Minimum of 3-5 years’ experience with government contract accounting.
- Functional knowledge of government audit requirements, regulations and incurred cost schedules is required.
- Successful candidates will have experience with Federal Acquisition Regulations, Incurred Cost Submissions and transactional accounting.
- Prior work experience with the DCAA or DOE, FAR contracts and Grant and Assistance Awards is preferred.
