BASIC PURPOSE AND SCOPE OF POSITION:
Primary focus is on the overall administrative and compliance activities of the U.S. Foreign-Trade Zone (FTZ) program maintained by Kubota Tractor Corporation. In addition the position is responsible for supporting the objectives of the Trade & Customs department. This position has a heavy focus on FTZ monitoring and controls and other Customs compliance.The FTZ Administrator must work closely with multiple departments, such as procurement, accounting, receiving, shipping, and warehouse staff, to ensure FTZ compliance.
PRINCIPAL ACTIVITIES:This position does the following in accordance with all applicable Federal, State and local laws / regulations and the Company’s policies, procedures and guidelines:
This position relates to Kubota Tractor Corporation’s use of FTZ procedures located in Edgerton, Kansas. It will involve testing of the FTZ Inventory Control and Recordkeeping System (ICRS) modifications made on implementation of bolt on or stand-alone software and commencing FTZ operations. Inherent in this process are responsibilities for analysis of import and trade related data; knowledge of U.S. Customs and Border Protection (CBP) regulations; familiarity with FTZs; and an understanding of company’s business logistics and inventory control.
CBP Reporting and Compliance: ensure FTZ related data and supporting documentation for submission of the zone admissions (CBPF 214), cargo release (CBPF 3461), entry summary (CBPF 7501), and in-bond applications (CBPF 7512) to CBP on a daily, weekly, and periodic basis are filed. Prepare and file annual FTZ Board report, CBP Annual Reconciliation Report and Certification Letter reporting any discrepancies. Periodically review and assist with CBP valuation, classification, and reporting issues that may arise.Prepare for and lead annual compliance review with CBP.
Oversight of ICRS Operation and Inventory Control: Operate FTZ ICRS by managing daily inventory balances; monitoring zone admission data; and conducting weekly estimate import process. Proactively address and resolve any inventory issues; verify inventory transactions, including but not limited to receipts, shipments and inventory adjustments; investigate and take action on overages and shortages; and participate in cycle counts and / or physical inventory activities on a high level but continuous basis.
Assist Kubota Tractor Corporation in risk management for FTZ purposes by reviewing CBP documentation, auditing FTZ transactions, complying with CBP and FTZ Board requirements.
Participate in continuing education and in turn, assist in training internal departments in areas related to FTZ and CBP compliance and other government regulations that may affect the import of Kubota Tractor Corporation products.
Project management ownership; define scope of problems and determine best methods to measure impact and benefits of proposed solution. Develop long-term plans for FTZ compliance.
Train key personnel on FTZ activities where required.
Job responsibilities are carried out in a work environment that consists of both recurring and non-recurring work situations. Job involves a moderate degree of detail and complexity. Decisions are made within prescribed company policy guidelines and constraints; however, independent judgment is expected in identifying and resolving discrepancies. Errors can cause delays in delivery of goods or result in CBP penalties. Excessive errors may ultimately affect Kubota Tractor Corporation’s import process, and result in a higher risk designation by CBP and thereby increase the company’s exposure to penalties, exams, or audits.

MINIMUM QUALIFICATIONS
EDUCATION, CERTIFICATIONS, AND TRAINING:
Bachelor’s degree in business management, supply chain, or logistics.
Experience with US import requirements within an Foreign Trade Zone with experience submitting entries
Experience dealing with Customs Border Control and FTZ Grantee
SKILLS AND BACKGROUND:
Excellent computer skills, including proficiency in Microsoft Office Access.
Detail oriented and strong analytical background.
Strong computer skills in Microsoft Office, Integration Point, and SAP (preferred)
Good leadership, presentation, oral and written communication skills
Excellent problem-solving/analytical skills
Strong knowledge of warehouse operations
LANGUAGE REQUIREMENTS:
Must be able to read, write and communicate effectively in English.
EQUIPMENT OPERATION (0% of time, description, nature of service):
Office equipment including, computer, fax, phone, copier, printer.
PHYSICAL REQUIREMENTS:
Typical office environment. Must be able to sit and work on a computer for long periods.
ADDITIONAL INFORMATION:
Understanding of wholesale distribution logistics, proficiency in systems, business software applications, reporting, analysis and interpretations, excellent verbal and written communication skills, leadership skills, judgment, creativity, flexibility, excellent motivation and management abilities as well as exceptional customer service skills.
Occasional travel.
