Job Description:

Overview: 

This position is responsible for performing administrative and secretarial duties in support of permitting, inspections and code enforcement.
 

Job Responsibilities:

  • Responds to telephone and walk-in inquiries and provides information regarding annexation, zoning, business licenses, building permits, property maintenance codes, plan review, soil erosion, and inspections; refers other matters and questions to the appropriate staff member.
  • Point of contact for the city in regards to I-Works.
  • Establishes and maintains department filing system.
  • Assists with the preparation of the annual department budget; monitors revenues and expenditures under the current budget.
  • Screens incoming calls to the Director and assistant Director of Building Services.
  • Schedules and prepares materials for department head meetings and plan review conferences.
  • Have to be updated with current state legislature from the Director of Building Services.
  • Works with software provider to coordinate updates to department reporting system, including attending seminars, updating procedures and informing staff on changes
  • Works with GIS, Zoning and County Organizations in Issuance and corrections of addresses for residential developments and commercial buildings.
  • Relays messages and directives to department staff.
  • Maintains and updates department policies and procedures manual.
  • Composes correspondence, memoranda, and reports regarding Code inspection activity, licensing and permits; generates reports for government agencies, City Manager, Mayor and Council, and auditors as requested.
  • Schedules inspections with contractors and/or homeowners.
  • Provides information to developers, contractors and/or homeowners concerning permit and inspection processes and requirements.
  • Opens and sorts department mail.
  • Processes permit applications, including residential, commercial, building, land disturbance, grading, foundation only, mobile home, house moving, construction trailer, electrical, heating and air, and occupancy requests.
  • Calculates and collects permit fees.
  • Creates deposits and logs department collections into proper system.
  • Prepares & Processes certificates of occupancy, letters, memoranda, complaints, and other correspondence; prepares and edits forms and brochures.
  • Notifies local utilities providers of approvals.
  • Maintains and updates the department contractor database.
  • Works with developers on process for new projects, making them aware of proper documentation needed, accepts construction drawings from contractors.
  • Maintains records of permits sold and inspections performed.
  • Prepares residential, commercial, and new business occupancy permits.
  • Prepares and distributes annual newsletter informing contractors of policy and procedure changes, business license and permit applications, and other relevant information.
  • Assists code inspector in communicating with citizen’s/property owners wishing to report a concern and what steps can be taken.
  • Performs other related duties as assigned.

 

KNOWLEDGE, SKILLS and ABILITIES:

  • Knowledge of modern office practices and procedures.
  • Knowledge of city policies and ordinances, including personnel and purchasing regulations.
  • Knowledge of state laws regarding notifications.
  • Knowledge of relevant city codes related to the issuance of permits.
  • Knowledge of the geography of the city, including subdivisions, roads, and street names.
  • Knowledge of department policies and procedures and relevant city policies and procedures.
  • Knowledge of basic bookkeeping, and skill in oral and written communication
  • Skill in organizing and prioritizing work.
  • Skill in dealing with the public.
  • Skill in interpersonal relations.

SUPERVISORY CONTROLS: The Building Official assigns work in terms of general instructions. The supervisor spot-checks completed work for accuracy and the nature and propriety of the final results.       
GUIDELINES: Relevant state laws, city zoning and other ordinances, and city and department policies and procedures.  These guidelines are generally clear and specific, but may require some interpretation in application.

COMPLEXITY:  The work consists of related administrative, secretarial, and clerical duties.  Conflicting priorities contribute to the complexity of the work.

SCOPE AND EFFECT: The purpose of this position is to provide administrative and secretarial support to the department. Successful performance facilitates the effective and efficient operation of the department.

PERSONAL CONTACTS:  Contacts are typically with co-workers, other city employees, contractors, developers, and the general public.

PURPOSE OF CONTACTS:  Contacts are typically to give and exchange information, resolve problems, and provide services.

PHYSICAL DEMANDS:  The work is typically performed while sitting, standing, walking, or stooping. The employee occasionally lifts light objects.

WORK ENVIRONMENT:  The work is typically performed in an office that is sometimes noisy.
 

MINIMUM QUALIFICATIONS:

  • Ability to read, write and perform mathematical calculations at a high school level or equivalent
  • Associate degree in business
  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with having had a similar position for one to two years.
